I wouldn’t be surprised if they eventually extend the same offer to customers, depending on how expensive it will be to retrofit the cars with urea. The government may also require them to buy back or at least offer them to do so. And don’t forget about California, who runs their own emissions program and could order a buyback for California TDI’s even if the feds don’t.

By their own admission, there are 11 million cars affected worldwide. Not all are in countries where the “defeat device” software is illegal, but most are (E.U., U.S., and Canada, at least). Buying back just the roughly 500,000 U.S. cars would cost something like $10 billion. They’re not doing that unless the EPA or a court orders them to, and then they’re not doing it while they appeal all the way to the Supreme Court, and meanwhile they’ll find a way to settle for less.
